Add motion blur to essential graphics panel
That's a pretty essential feature.
If we're supposed to design and move graphics there, we need motion blur there.

Yes Motion blur should be in the essential graphics panel, but should also be able to activate for any layer in Premiere that you want to move. FCP 7 always had motion blur, though it was super slow to render, but even a slow rendering motion blur would be preferable to no motion blur.
I also submitted a request to add "shutter angle" to the transform section of the Essential Graphics panel as a quick way to add motion blur to animated elements within the Essential Graphics panel. hopefully they implement it (it's in the regular Transform effect, so hopefully it wouldn't be too hard to integrate into the Transform section of Essential Graphics layers).

As a workaround, I want to make sure you know that the current design is that effects like directional blur and transform (and any other effect in Pr) can be added to pr graphics using the ECP in the same way you add effects to regular media clips. If you then make a mogrt from a graphic with effects applied, all those effects and all their keyframes will be part of the mogrt and you will see them fully editable whenever you apply that pr mogrt.
