How can we improve Premiere Pro?

Exporting H.264 Blu-ray No longer works. Encore cannot import, gives error... since CC2018!

This feature works pre CC2018 which is why I won't use CC2018 and just tried CC2019... same problem. Blu-ray is my #1 needed export feature and how our business profits. Please fix the error code.
