Premiere Bug: Switching to custom workspace doesn't work properly

It seems CC 2019 introduced a bug when switching workspaces. I have a custom layout using 2 screens with the project window (the one with files, sequences, objects etc.) being on a 2nd screen along with a couple other elements.
In CC 2018, switching to that layout worked fine (it didn't before (hard crash) but that was patched) but now, something odd happens:
When switching layouts from any workspace to my custom one, the project window doesn't show up on my 2nd screen but instead it does on the main screen above the effects/essentials panel. It also appears to have switched to the "stacked group panel" setting.
This is kinda annoying since it really slows down my workflow, having to undock, reposition, resize it and also change the panel's properties.
I know I'm not alone with complaints about buggy behaviour when switching workspaces but It annoys me to no end at this point and I'll just add this to the pile.
