Fix playback choppiness
The playback functionality is terrible now after upgrading to Premiere Pro CC 2019 - My computer is a brand new iMac Pro with more than enough processing power. The problem started recently. I can't play normal video (without effects) without interruption. The only workaround (which is not an option) is to render everything before even trying to watch it. Full work stoppage.

Unchecking "Enable hardware accelerated decoding" under "Media" in preferences seems the fix this.

I have the same problem and it is INEXCUSABLE since I'm paying a lot of money for this software and it's clearly getting WORSE, not better. Jesus this makes me not want to work on anything cos it's intolerable. I used to have no problems but now I can't even watch 1080p video rendering at 1/4 resolution with ZERO effects. I have 16GB of RAM and a brand new SSD. This is clearly Adobe's fault and they have ZERO support for this issue years after others complain of the same thing.

I'm also having these same playback issues with premiere... I just built a new machine with decent components (Intel i9-7980XE, GTX 1080, 64GB RAM) and playback doesn't feel any smoother on my new machine than it did on my old one...

I've been running into some playback issues as well. I've got a ~2013 iMac running OSX 10.13.6 and I'm having choppy playback with Premiere Pro CC 2019. I've still got CC2018 installed which does not give me these choppy playback issues.
