[BUG] Audio : No audio effects applied after exporting video. Premiere Pro CC 13.0.1
I have tried:
• Uninstalling & Reinstalling Premiere Pro
• Changed Audio format from AAC to MPEG
• Deleting Media Caches
Need help ASAP.

Could this be because the effect was created on a mono track and you're trying to apply it to a stereo track, or vice versa?
This was my problem with Dynamics presets so I've had to duplicate all my presets making sure each one has a stereo and mono version.

Premiere Pro 22.1.2 (build 1) same issue. Trying to apply a simple native reverb effect on a clip and it ignores it when exporting the video.

My workaround is to export directly from premiere, which is obviously a pain, instead of media encoder.
Absolutely shocking, Adobe. If this was to do with some new 3D VR rendering feature, it might be excusable. But it's not. This is basic stuff. Like playing video fluently (which Premiere stopped doing on my computer several years ago). Is it possible to have some kind of switch to re-enable CS6 when none of these problems existed??

@Matt I am having this issue as well. The "Dynamics" effect with Compressor isn't being applied to the clip when exported. The rest of my effects that exist in audio track mixer (for other clips) are present in the export. Updated to latest Premiere version. I was able to get the audio effects to be included in the exported clip using Media Encoder with Software Only render. Tried Software only in Premiere and it failed to apply the audio effects. Tried Hardware CUDA in Media Encoder and the effects were present in the export.

@Jonathan, I've been able to reproduce and have created an internal bug for this: DVAAU-4203170
If you are on Mac, the Audio Units version of the same effect is not affected.

Audio effects are still either missing or applied incorrectly in 14.3.2. specifically waves vst3 soundshifter, which I was forced into purchasing as Adobe's pitch shifter is criminally bad. Just remove it Adobe.

Until Jan 2020, version 14.0 still have this stupid problem. Audio effect only heard in the program but nothing happened after exported. I only do 1 simple thing - increase sound volume of partial audio in the video clip.

UPDATE - This has since been fixed for me since the last update (13.0.2) was pushed out.

I am also experiencing this issue. I have the dehummer applied to multiple audio tracks in my video edit. They are played back as expected from the timeline, however when exported the effects are not applied. I have tried to render the effects prior but with no change to the output.
Specs:
Adobe Premiere Pro CC - 13.0.1 (Build 13)
Windows 10 64-bit
AMD Ryzen 7 - 2700 Eight-core 3.20GHz
32gb memory -
