Make keyboard shortcuts work from ANYWHERE in the interface whenever appropriate!
While it makes sense that certain keyboard shortcuts should only work when a certain part of the Premiere Pro interface is active, there are many other shortcuts that would be a lot more useful if they could be activated from anywhere in PP.
For example, PP allows us to set a keyboard shortcut for 'Transparency Grid', but unfortunately, this option can only be toggled on/off if the Source or Program Monitor is active. Why can't users toggle this on/off from the Timeline??
Another example is the great keyboard shortcut for toggling Lumetri effects on/off ('Bypass Lumetri Color Effects'). This shortcut is amazing but unfortunately it only works if Lumetri is the currently active window. Why??? This makes it impossible to use this handy shortcut in full screen view, which would be extremely useful!
Please fix shortcuts so that they can work from ANYWHERE in the user interface whenever appropriate.

It's a pity that such an important FR as this one isn't getting any traction because most users of this site only vote for the most obvious of requests. Thankfully, it IS possible to turn most if not all of Pr's poorly programmed shortcuts into universal ones that work regardless of which window is active. For this you need to use the Excalibur plugin: https://knightsoftheeditingtable.com/excalibur.
In Excalibur, you can create multi-step User Commands. This makes it possible, for example, to trigger the "Activate Direct Manipulation in Program Monitor" shortcut from ANY window, even though that shortcut only works when the Timelines window is active.
To do this, we need to create a 2 step Macro:
1) Select Timelines window (so that our shortcut will work)
2) Trigger "Activate Direct Manipulation in Program Monitor" shortcutUnfortunately, the keyboard shortcut used for activating the Timelines window ALSO serves to switch between opened sequences IF Timelines is already active AND there's 2 or more opened sequences when using the shortcut (note: the same problem exists with the Program Monitor. If the shortcut used to switch to that window is used when it’s already the active window, it will switch to the next sequence). To avoid switching between sequences by accident, we need to add an additional step to our Macro (see illustration):
1) Select Projects window (by first selecting any window other than the Timeline or Program Monitor, our macro is guaranteed to never switch between sequences by mistake!)
2) Select Timelines window (so that our shortcut will work)
3) Trigger "Activate Direct Manipulation in Program Monitor" shortcutBingo! Just like that, we can change a frustrating shortcut that only works when one specific window is active into a convenient universal shortcut that works no matter which window is active!
Of course it would be better if the Pr team designed intelligent shortcuts to begin with, but at least there’s a simple enough solution available today to get around Pr’s poorly designed shortcuts!

Yes Baaron, it's counter intuitive logic, or rather, a complete lack of logic.
We don't just need a high quantity of keyboard shortcuts. We need them to be of high quality as well!

I never understood why you need to select a part of the program to use a shortcut ? isn't this a counter intuitive logic ?

'Sequence Settings' is another shortcut that inexplicably only works if the Program Monitor is active. Why can't a user call up the Sequence Settings window from their Timeline???
This is bad programming, plain and simple. PLEASE fix Pr's numerous keyboard shortcut anomalies! They don't help anyone!
