Closed Captions - Lagging, Render Time
In the latest update of Premiere Pro (2019, 13.0) the captions display 8 frames later than they should in a 59.94 fps sequence.
In addition, the previous version of Premiere took minimal time to render the captions, both the for the initial render and after any changes were made. In 2019/13.0, the render time is just as long as rendering the whole sequence without captions. This includes renders after any changes have been made to the captions.

Also - is there a way to share images in the comments? I took a few screenshots of the sequence settings, captions settings, export settings, etc.

Hi Nate,
Thanks for reaching out. Is there an email address that works for you? If file size is a concern, we have a large file uploader that works well.

Hello Jim,
While I'm glad to hear the output is right, the preview should match as well.
What codec are you using and what format of captions? If you have a project file (no media needed except the caption file - if used) you can send to my facebook account - https://www.facebook.com/PremiereNate and I can take a look.

Update - after exporting the captions, the exported video seems to sync up with them without issue. So the problem appears to be with the playback of captions in Premiere.
