BUG: Layouts are not saved properly on PPro CC 2019 (13.0)
As with every major release, I installed PPro CC 2019 (13.0) using the following steps:
1. Remove PPro CC 2018.1 (12.1.1)
2. Remove settings & layouts by deleting folder "C:\Users{MyUser}\Documents\Adobe\Premiere\12"
3. Remove Cache Files (Both from scratch disk and %APPDATA%\Adobe\Common)
4. Also remove third party plugins, Blackmagic drivers, NDI tools
5. Update Nvidia drivers
6. Install PPro CC 2019 (13.0)
7. Install latest versions of plugins, blackmagic drivers
8. Restart computer and start PPro with Alt-Shift to purge plugin cache data.
9. Adjust all settings and make my layouts, making sure I have the "import workspace from projects" is disabled.
After I start a new project, My layout is completely messed up, it literaily takes me 2-3 minutes to fix everything up which is extremely annoying.
More specific:
1. The project panel opens up in completely different location docked with my effects panel which creates a huge mess with other panels.
2. My bin's prefered metadata, grid, sort and general preferences reset to default (similar to how v12.0+ behave)
3. Several panels reset their width and dock order.
4. If I hit "reset to saved workspace" option, I still don't get my saved workspace.
5. Some times if I open a saved project, the workspace resets as well.
Please note that I have tried to completely delete the Layouts folder and re-create them at least 3 times, without results.
Any thoughts on that?

Are you nuts? Premiere Pro is a second rate plate form at best. There should be a SAVE BIN LAYOUT tab. Sham,e on Premiere Pro

Yes, I confirm there is a BUG regarding workspaces with Premiere Pro 2019.
I have a workspace saved, but whenever I close the project and open it again, the whole thing is a jumble. Almost nothing is the way I left it. I press "reset to saved layout", nothing happens even after I rearrange my windows and save the layout.
I even went as far as deleting all my saved workspaces, starting from scratch and created one new workspace. That didn't help.
Please fix this BUG as soon as possible. I can't afford to lose 10min each time I start a project in order to rearrange my windows.
