'Set to Frame Size' sould only apply to new clips added to Timeline!!!
The 'Set to Frame Size' option in the Media tab of the Preferences windows is a great time saver when editing 4k footage in a FullHD timeline, since it automatically sets the scale of clips added to the Timeline to 50%, thus showing the whole clip as originally filmed...
BUT...
When copy or cut/pasting clips on the Timeline, 'Set to Frame Size' should NOT apply!!!
Why?
Suppose you have clips on your Timeline that you re-framed or animated by changing the Scale, Position and/or Rotation settings in the ECW (Effect Controls Window), if you copy/paste or cut/paste any those clips, you suddenly lose all of your Motion settings!
The current workflow forces us to open up the Preferences window and change the Default Media Scaling setting back to 'None' before we copy/cut paste anything, and remember to open up the Preferences window yet again and set it back to 'Set to Frame Size' before bringing any new media into the Timeline so that it scales properly.
This is incredibly time consuming, illogical and frustrating!
Adobe, PLEASE fix this!!!

I just found this feature, and am REALLY HAPPY about it. At a facility I work at, we are shooting everything at 4k UDH, but still currently in a 1080 post workflow, delivering everything in 1080.
I was hoping for exactly this sort of preference, in order to speed up the creation assembly edits- and it does just that- thank you Adobe:)However, I do agree, that applying this autoscaling to items in the clipboard during a paste is highly problematic, because any reframes or animated scales and motion effects get reset to 50% scale at default XY position. This becomes dangerous in a multi-seat facility, where timelines get touched by numerous editors and assistant editors. Motion effects could get wiped out without the user even knowing it, and by the time it was discovered it would be way to late- possibly output and live online or delivered... Shiver me timbers!
I'd love to see this resolved!
