Toggle VR Video Display button does not work
After a while of using Premiere, the 'Toggle VR Video Display button' stops working, i.e. nothing happens when the button is clicked. What should happen is that the Program Monitor changes to a spherical 360 degree display where the user can pan around.

I dont know if you ever got the answer, but a quick update here:
Premiere does support quality over 4K - i am working with 5.7K 360-video in premiere.
Make sure to tell premiere that it is dealing with 360-footage:
Right-click your sequence in your project and click on "Sequence Settings" - go down to "VR Properties" and from the "Projection" drop-down menu choose "Equirectangular" - It should now work to "Toggle VR video display" on or off. -

your metadata isnt indicating its a 360 video for some reason. It could be its over 4k resolution which I am learning Pr doesnt support as of this writing.
