Separate Align & Distribute
The current Align/Distribute in the Essential Graphics panel only works on content contained within a single text/graphics "container." But if I want to align multiple text containers, I can't. I often make multiple text containers for corporate videos so that the text can fade in independently. But I have to align them all by eye or math.

It's true that Layers cannot be aligned/distributed across multiple selected graphics, even if they are all visible at once in the Program Mon. This is As designed and changing it is non-trivial and could have drawbacks.
It sounds like what you really need is customizable Guides for the Program Mon that you can snap to, which has been a pretty frequent request so far. So we appreciate your giving it thought and making this request, along with your use case. That is really good feedback to have.
As a workaround, try using Snap Graphics. That still won't work for snapping to things across different Graphics but you could maybe put a dummy object in each Graphic to snap to and then delete or hide it when you are done aligning. It's not the most elegant workaround, but it could help for now.
