Allow insert/overwrite even when focus is in timeline
Right now if you have a clip on source monitor with in/out markers but you have the focus on the timeline, you cannot use the keyboard shortcuts for insert/overwrite actions. You have to use the mouse to click the physical buttons on the source monitor or click on the source monitor to make the shortcuts work.
Making this change will boost productivity by using the mouse less.
The shortcut keys for insert/overwrite should only be disabled if there is no clip on the source monitor or no clip selected on the project bin.

They always used to, but I'm finding that's not the case any more. I have to have the timeline highlighted for it to work. It was really confusing, as I've been a premiere user for 6 or 7 years, and was wondering what was going on. Unless there is some setting in the preferences I've not been able to find (I looked) I can attest that this is an issue now. It's weird. And a step backwards.

The shortcuts do work from the Timeline, and always have. Premiere decides whether to pull from the Project Panel or the Source Monitor depending on which panel was selected last.

Insert and Overwrite also function from the bin, so it's critical the editor select the source before using those commands.
