Keep a clip's motion effect keyframes relative to the duration of the clip
In Corel's video editor, for instance, when you change the duration of a clip with motion effect keyframes, the position of those keyframes get updated relative to the new clip duration. In Adobe, the default seems to attach motion effect keyframes to the overall timeline, not to their relative position within the clip.

REALLY GREAT IDEA!
Please have a look at this post: https://adobe-video.uservoice.com/forums/911233-premiere-pro/suggestions/41647414-responsive-keyframes-ability-to-stick-keyframes
I think this could also solve your problem!?
If you like it please also vote for it. Thanks!!

YES YES YES! This is infinitely useful when adding keyframes to a clip to which you then add a transition from/to another clip. This would ensure that the keyframed effect will appear from the very first frame of the transition to the last, rather than mid-transition. So much more efficient than having to adjust each keyframe for both outgoing and incoming clips to ensure coverage throughout the transition. This was something Avid did from the earliest versions back in the 90's. And it's also something that motion graphics templates already do!
