FYI I had originally read somewhere that unchecking "import workspace from projects" would help, but it was actually checking that box again that solved this for me. I'd try checking that and see if it helps you too.

For Windows user, just go to Window -> Workspaces -> Save as New Workspace.
Have a good day :) -

I've had this problem too, for months. Why doesn't Adoberespond? Or better still fix this very annoying problem.

This is extremely annoying! Workspaces were behaving just fine a version or two ago. Latest version(s) of Premiere have been doing this to me too. Upon program launch my dual screen workspace set up is putting everyone in one screen; it's also bringing back default workspaces that I've deleted.
Please fix! Begging you!!! :)

Agreed. Resetting PrPro's "Edit Workspaces" is the single most annoying 43 seconds of my daily work routine. It's admittedly a 1st world problem, but a fix would be wooooonnndderful!
Still grateful for the software though... I switched from FCP about 5 years ago and haven't looked back.

Just so you know, I’m having the exact same issue in InDesign CC 2018.

Why is Premiere always opening with a default workspace? I then select Reset to saved layout, but why can't it remember this as my personal preference? This only happened after upgrading to the newest version 12.1.2 (not problem with 11)

Based on what's been posted here and elsewhere, this problem has been ongoing for months.Other than resorting to workarounds, such as only using "save," or resorting to the copy in the auto save file it still appears unresolved. All official responses I've read invariably consist of a list of rote questions--questions that a minimum-wage customer service rep. could parrot from a cheat sheet--all based on the assumption that the problem is due to the user's computer. However, when so many users with so many diverse operating systems all share the same software issue, and the common denominator is Premiere Pro, then that naturally suggests the problem is systemic to Premiere Pro CC. Merely telling users not to use the "save as" function is not a fix, it's merely a bandage.

The project panel within Premiere always resets to default (icon view and default metadata display) when I open the project. I'm experience this on V12.1.2 (July 2018 release) in team projects.

The "reset to saved layout" did not work for me!
How can you actually save a layout? Can´t find an option for that... :-( -

I actually came here for the same problem. I did just click "reset to saved layout" and it went to the layout that I needed. So maybe that is a work around for some until it gets fixed? Good luck!

Same problem here. Very annoying

Same problem. Customized workspaces are removed from the Bar and instead appear only in the Overflow Menu upon restarting Premiere CC 2018. Would be very helpful to see this issue fixed.

Since the most recent update this is really annoying

this is a actually ridiculous. Ive recreated all my workspaces with the new update, and loaded into the cloud settings, so at least now, every time o open premier or a project, I have to sync my settings, and select download from the cloud every single time, because Adobe keeps loading their ones. I've cleared and re-cleared preferences. saved new workspaces, deleted old ones, over and over and over. its really frustrating. Win7 i7 GTX780ti 32GBram
