Any "Save As..." dialouges can premanently freeze Premiere
Any action that spawns an Explorer window can cause Premiere to permanently freeze. It will never recover, and must be shut down through Task Manager. These actions include:
-File > Save as...
-Clicking the OUTPUT name in the Export Media window.
-Clicking "browse" on the Export Frame dialogue box.
-Even hitting the little "setup..." button on the Image Matte Key effect.
-Using Explorer rather than Media Browser when relinking footage.
-Double clicking a blank area of a bin
-And many more.
This has happened to me in Windows 10 and 7.
(Doing "Reveal in Explorer" does not cause this freezing, since that kind of Explorer window is not a save/load dialogue box that is tied to the program.)
This is the most devastating bug I've ever encountered in Premiere. It happens to me a few times a day, and has wasted a huge amount of my time, and my team's time. To me, it is inexcusable that Premiere cannot do something as simple as a "Save As..." without freezing.
Here is a forum thread on this bug: https://forums.adobe.com/message/9696942
This is unique ID# 508 on my Premiere problems spreadsheet:

Has anyone noticed that sometimes if you walk away from this crash it will recover? You have to leave it half an hour or so. But if you've not got a recent save point, and you've done something vital, it might be worth giving that a go. Go and talk a relaxing bath, and muse on the decisions in your life that led you having to take a relaxing bath because your software is so ****.
PS That spreadsheet is amazing.

This is pretty annoying, to say the least. And the run as admin "fix" is just not good enough.

Just updated to Premiere 2020 and happy to report that this issue HAS NOT BEEN SOLVED. WHAT THE ACTUAL ****, ADOBE.

This has been happening to me for the last 3 years using Premiere. How the **** it has not been fixed yet blows my mind.
It seems to crash randomly when trying to open file explorer. Any action that triggers file explorer has a chance of crashing premiere. This is basic stuff!!

how and why is this an issue? these are basic functions, even paint can do them.
Adobe's solution seems to be "oh, just run as an administrator." This is not possible at my company. We do not have administrator privileges, NOR SHOULD IT BE NECESSARY to operate this program.
Forcing premiere to run as an administrator has solved this issue for me.
The bug was present for years. I remember it from Windows 7 times! There if you would force Premiere to end task, it will show you a dialog box asking "if you are sure not to save the project?". You could click "Save" and that was it. Now you have to push a Windows restart and then it would show the dialog. This is kinda a workaround. But this bug happens SO OFTEN nowadays. Please fix fix it! I am getting paranoid about clicking "Save as.." or open any other dialog box involving a Windows Explorer window to show up. I am currently at Windows 1803 and Premiere 13.0.3, since 13.1 can't even play my H264 files :) Not funny
Please stop making new features for a while and fix this bug! It can be also experienced in almost every file dialog box. Including locate missing files, specify an output render file, etc! This is getting nighmare'ish! I am experiencing this bug two to ten times almost every day. Sometimes I also loose some work because of it!
Got sick of killing Premiere using task manager!
All of our workstations are Windows 10, latest build usually, core i7 with gtx 1070

This has been a constant issue for me on two separate windows machines for over a year.
Yup, this is my worst Premiere bug
This is killing my editing. Would be great to fix this.
Same problem for me. It started when I installed PP 2019. It didn't appear with 2018. I am using Windows 10.
same problem here... It's been almost a year and this bug never get fixed. Why ? It's one of the most frustrating bug on the software. Please fix it
Oh, here's another forum thread that appears to be the same issue:
Please fix this. It is the bane of my premiere usage.

I've encountered a similar issue where the "Browse" window itself doesn't cause a crash, but selecting "Computer" from the side nav will cause the Browse window to hang until it is closed/reopened. Two or three tries usually until I can successfully see the contents of "Computer". I do not believe this to be related to a harddrive spin-up issue, or anything like that.
