Add Rulers and draggable guides in the program window
Please add rulers and draggable guides to the program window - just like how they exist in photoshop and after effects. Once set the guides could be toggled on and off with a programmable keyboard shortcut.

@Alex Elikins -- do you mean the Reference monitor? Because the external monitor (via Mercury Transmit) shouldn't have any guides or anything, just clean output.
Also, the guides here on the Reference monitor line up exactly with the Program monitor. You may want to try updating your video drivers.

This feature has bugs. Did anyone at Adobe think to test it before releasing it and calling it 'completed'?
Anyone using guides with an external monitor will see that the position of the guides on the program monitor does not match up with the guides seen on the external monitor. Can someone at Adobe acknowledge this bug?

13.1 came out today, has this much requested add-on. Works quite nicely... except the guides go out thru Mercury Transit to secondary monitor, and are not all included on that monitor. It will display the left and top guides, but not the right and bottom guides for some reason. Please add a check box to enable/disable them for Transit

Rulers and Guides have been added in Premiere Pro 13.1, that was just released.

yes please to this. there have especially been some times i wish i had a rule of thirds grid. could have a button for it right next to the safe margins lines button.
Rulers and guidelines ~ yes please. Whilst many people may not have any need for them (?) there are MANY features in Premiere Pro that people don't use. The addition of Rulers and Guidelines in Premiere Pro CC would be a bonus, and appreciated by many users.
