Hi all, Matt from the Premiere team here. This is a pretty old issue, and also kind of scattered. The original post isn't super clear, and there has been a lot of people adding onto the thread over the last while (I just found it myself).
A couple things I have noticed trying to read through and grok from the tread.
1. The Solo issue is long time fixed now. The bug that caused the issue was fixed, but old session, if they have never been updated, can show the behavior, though this is going to be increasing rare. The tracks are marked as muted in the project file, once you open, solo, then save, they will be fixed. The only way you would see this issue now is if you had a session saved in the bug state from that specific version of Premiere that was never updated. That is why I mention that it is increasingly rare.
2. We have been fixing a ton of issues with audio effects "buzzing". We have caught just about every instance that we can find, and the next update will have even more fixed cases of this general issue. -

So I ran through the same issue. What I did was duplicate the project (Save as a different name) then send your previous versions to the trash bin ( do not empty the bin). Reopen the duplicated project, audio should work. Work on your project, once finished you can safely empty your trash. Mac solution

Also have the same issue. Duplicating the problem track and putting it on a new track is a workaround. However, this is not really practical for long term use. Please fix.

Increasingly having issues where upon opening a project Premiere can't find the audio cache files, so certain clips play silent. Not only does this then need fixing, but rarely is it a simple fix (ie deleting media cache files). Often requires unlinking and relinking media to force Premiere to do a full re-scan of the files.

This kills me , and it's affecting on feature film project now. the sound stops every 5 seconds of 2 hours of footage... isn't this supposed to be the professional program?

These are two different bugs I think. The solo/mute bug they have acknowledged and are working on.
The 'glitch / unstable / digital noise' bug only seems to affect multichannel sequences with plug-ins on the master bus.
NB Plug-ins on the multichannel master bus ONLY affect track 1. This is indicated by the fact that there is no 'fill left with right' plug-in.
WORKAROUND is to create stereo submixes to feed the multichannel master bus and add plug-ins there. Fixes both problems (but NOT solo/mute bug)

Workaround : Duplicating the sequence, trash the corrupted one.
I went through this issue a few times and it works every time for me. Please fix this quickly.

I am having the same issue. No audio or meters on certain sequences. Some sequences only play one track of audio, the music bed for instance, but the VO can't be heard. Other sequences play fine with all audio. Soloing a track worked for me in my last session, but upon opening the project this morning, the audio issues had returned.

YES, Newest Premiere has a HUGE bug where it won't output the correct channel when soloing tracks.

I have the same issue and thanks for the solo mute/unmute thing... will try these solutions but am worried as someone below said it is not working anymore. Just adding a message here so that I can be updated with the latest on this. Again, like everyone else, I am losing a lot of time and consequently money with this issue. Adobe please sort this out for us asap! Thank you!

We are aware and working on the issue. (I can't give specifics/timelines.)
If you have projects in this state, mute/unmute them, save, then reopen the project. Do this for each timeline in the project. This should get broken projects out of this bad state.

The audio is sometimes muted and I have to toggle the track solo on and off. This is so annoying, I sent a clip to a client after export without the main audio because of it.
Granted... I should have checked my own work first before sending it out but this is such a frustrating, fundamental glitch. Do I have to go through every detail because I can't trust premiere pro to do its job now?
Please fix it soon or you are going to lose editors to avid or fcp.

Also on iMac, this bug is only showing up on a couple projects but not at all of mine. I've also been able to just solo 1 track and then un solo it and all audio plays again. Only happens on opening the project regardless if I only closed the project last time or quit PR entirely.
One time after a crash, I saved the premiere file as a different name instead of overwriting the old one as I usually do and the bug did not appear for a few days actually, but did eventually return.
