Everything wrong with Captions in Premiere Pro 13.1.2. Let get captioning fixed asap!
Captions in Premiere Pro 13.1.2 have several problems.
(Windows10. May be different on Mac.). Here is a thread of all of the problems I've found in captions so far. Hebrew punctuation in open captions do not work correctly
When using open captions in the Hebrew language, the punctuation marks typed at the end of a sentence always appear at the beginning of the sentence.

Improve captions-tool.
The captions-tool is now only for when the edit is definitely locked. What if the sequence needs to be changed after the caption-file is made? If a new scene is spliced in, we need to move all textcaps, making room for the new ones. But now we can only move them one by one, in stead of selecting many text-caps and move them all in one operation. (Using two or more caption-clips in one sequence is very buggy.)

Vertically align Open captions text against background box.
Please make the Open Caption text properly centered vertically against the background box and add the option to adjust it's position.

Edge rendering issue on close captions
In Premiere Pro CC 12.1.0 on Mac OSX 10.13.4 there are issues in rendering close caption edges on some characters. The problem appears with the majority of fonts.

Export captions as .vtt (WebVTT) files
I'd like the option to export closed captions as .vtt files. Some of my clients only accept this format, and doing it manually or with different software is either very time consuming or costly.

Speech analysis for auto captions/transcription
Speech analysis for auto captions/transcriptions. Need to create subtitles/captions for long formate videos and it would be nice to have speech analysis to automatically create a script from the video audio. Even if it's not 100% accurate as long as it has a built in editor to review and make corrections if needed. hope to see this feature in upcoming updates.

Please add caption embedding for mpeg2 files!
mpeg2 is a standard delivery format for several television stations we deliver paid programs to. It is presently a pain to get those particular files encoded with captions and I am going to look at other NLE options if Adobe doesn't get on the ball and add this soon...

fix closed captions
It's 12:01AM and I would have been finished with my edit hours ago if it were not for the numerous bugs related to closed captions. I'll just list one here: edits in the captions are not reflected in the program monitor. I can create a new caption or change the timing of a caption, and it will not be shown when I play the video. I can delete words and the captions will not re-center themselves (okay, that's a separate bug, but worth mentioning here too). And sometimes the formatting is just completely wrong. The spacing will be too tight…

Make Captions snap to frames, ASAP.
Please make captions snap to frames and other layer's in & out points in a release as soon as possible. It's crazy that everything snaps to frames in Premiere apart from the captions. We're having tons of trouble due to the fact that they don't; captions overwrite each other, don't change from one to the next when they should, and when creating subtitles for a dual language film it's a real pain to make quickly make them change subs at the same point.
You could really do with making them easier to select too, its a bit fiddly.

708 Closed Captioning
Just like open captions have been buggy, so have closed captions in the past release of CC. I shouldn't have to re-import a .mxf into my timeline to see why only two of three captions that I embedded and exported are showing up and only one is actually playing back.
To add, it would be wonderful if something other than a .mxf could be used as something we could embed 708 captions to (i.e. .mpeg2, .h264 - something).

More things wrong with captions
The above link is a post detailing issues with captioning. Here are some more that I would like to add to the list:

The most egregious failing of the system is the text-editing inabilities of the Captions panel. The text box does not respect standard system keyboard shortcuts for caret navigation. All of the following standard text-editing shortcuts, that see heavy usage with document editing, do not work as expected:
Home/End: Instead of moving the caret to the start/end of the line, it selects the first/last caption in the list.

Captions Not Updating
Hi all,
I've now split my caption bugs into two reports. This one is about captions not updating.
This isn't something that happens every time, but it happens almost every time. Basically, captions don't update.
This might be when changing font details, like type, size, colour, etc, but also when changing the content of the caption, or its timing, or its placement. So, the problems are kind of across the board.
It should be noted that I'm referring to Open Captions, with a sequence appropriate frame rate, and resolution. This applies to imported .SRT files, and captions created directly within…

Captions, lock the layer so we don't move it unintentionally
If you drag the in or out point of a caption on the captions layer sometimes you can accidentally move the entire layer along the time line. If we could lock the layer but still be able to edit and add captions this would prevent this issue from happening. Currently if you lock the layer you can not edit it, just as you want the lock to work for any other layer.

Caption Settings do not take unless you quit and restart.
Caption settings have been buggy for a while, but in Premiere Pro 2018 (v13.x) they don't even take unless you save your project, quit Premiere, and then start it again.
Setup:
- macOS 10.14.1
- Open Premiere Pro CC
- Import a video (I'm working with MP4's)
- Import a caption file (I'm working with DFXP)
- Move both to the Timeline and match them up (audio to captions) as needed.
- In the Timeline, click on the captions
- Open the Captions panel
- Right click on the first caption and then Select All

Add Curved Corners and Background Scaling to Open Captions
Add ability to curve the corners on the rectangle behind the Open Caption text. Also add ability to scale up the bg rectangle separate from the text scale itself.

Unable to edit/adjust .SRT captions in premiere
I've imported a standard .srt caption into Premiere 2018 and I am unable to move text, change the font, font size, etc. no matter what I changes I make to the caption settings. The caption is even off from what the caption settings are saying it should be.
